한인교회에 제안

(본 제안은 2009년 제 38차 NCKPC 총회가  채택하고 시행하기로 결의한 전문입니다.)

NCKPC가 해야 할 일

• 여성위원회를 구성한다. 여성위원회는 NCKPC 산하 관계 기관과 협력관계를 가지며 본 제안의 실천을 위해 지도, 교육,

      감독 (monitor) 하는 책임을 진다.

< >2010 – 2020년 “여성과 연대하는 10년”으로 지킨다.         실행위원회에 한어권, 영어권 여성목사 2명 이상을 둔다.목사계속교육 교육과정에 여성리더십에 관한 교육과정을 반드시 포함시 킨다.한미노회와 대회가 주관하는 각종 conference를 포함하여 NKPC 총회의 강사들을 섭외할 때 여성 강사를 반드시 포함시킬 것을 적극 권장한다.

< >“여성과 연대하는 10년” 동안 PCUSA에 속한 모든 한인교 회와 그 교회가 속한 노회와 대회, 그리고 그 산하 기관에 이 결정을 알 리며 적극적으로 참여하도록 지도한다.2015년 총회 때 “여성과 연대하는 10년”의 중간 보고를 하고, 성취를 축하하는 행사를 가진다.2018년에 “여성과 연대하는 10년” 의 성취도에 대한 설문 조사를 한다.2020년에 “여성과 연대하는 10년” 캠페인의 최종 결과보 고를 하고, 10년을 마감하는 축제를 가진다.2013년까지, 각 교회는 여성 시무장로 1명 이상을 당회원으로 선출한다.2020년까지, 각 교회는 당회원의 1/3 이 여성이 되도록 한다. 여성에게 목회자로서 사역할 수 있는 기회를 성별에 차이를 두지 않고 균등하게 부여한다.노회에 파송하는 총대에 여성을 포함시킨다.목사 청빙위원회, 공천위원회, 재단이사회 등 기타 특별 위원회를 구성할 때 위원의 1/3을 여성들이 참여할 수 있도록 권장한다.여성목사에게 안수와 사역의 기회를 주기 위해 목사를 청빙할 때 남녀 차별을 두지 않고 청빙하도록 지도 하고 권장한다.장로 후보를 공천할 때 여성장 로 후보를 반드시 포함하여 공천한다. 특히 여성들은 여성을 공천하고 여성이 장로에 당선되도록  기도하고 성경을 공부하면서 자신들의  이해와 의식을 높인다.헌신예배등 행사 때 강사진에 여성 강사를 포함한다. 여성리더십 주제를 남녀노소를 위한 모든 교육자료에 넣어 교육을 실시 한다한미노회들에게 여성위원회 구성과 각 위원회에 여성의 참여를 적극 권장한다.지교회에 목사가 공석일 때, 한인노회의 목회위원회는 각 교회의 당회와 목사 청빙 위원회에 소수계 보호법(Affirmative Action), 평등고용의 기회(Equal Employment Opportunity), 평등인사정책 (Equal Personnel Policy)을 실행하도록 규정한 9.0104a, G-11.0103d에 따라 청빙할 것과 공석이 된 강단에 임 시목회관계로 노회 지정목사 (Stated Supply), 임시목사 (Interim Pastor), 잠정설교자 (Temporary Supply/ Pulpit Supply), 보조 목사(Designated Pastor) 에 여성을 초청하여 종래의 여성 목회자 에 대한 교인들의 인식을 향상시킬 수 있도록 적극 권장한다. 

남선교회 전국연합회 (NKPM)

산하 선교회들을 중심으로 나눔의 리더십을 실천하는데에 필요한 교육의 기회를 마련하고, 훈련하여 교회현장에서 실천하도록 한다.

여선교회 전국연합회 (NKPW)

< >여성리더십 향상을 위해 교육위원회를 통해 전국의 지교회 회원들을 의식화, 훈련, 교육하는 책임을 진다.매년 3월을 “여성의 달”로 정하고 여성의 은사와 사역을 축하하고, 남녀가 함께하는 리더십에 대한 행사를 기획하고 추진하도록 한인노회와 지교회에 필요한 지침과 자료를 제공하며 예배에서 축하하는 시간을 갖도록 권장한다.

RECOMMENDATIONS TO KOREAN AMERICAN CHURCHES (PC, USA)

NCKPC forms an Advocacy Committee for Women’s Leadership in Korean Churches, (PC, USA). The responsibility of this committee is to guide, educate, monitor the implementation of the recommendation in cooperation with other bodies.

NCKPC declares 2010-2020 to be the “Decade with Women in Korean Churches,” PC(USA).

By 2013, each church shall ordain one or more women as an active session member(s).

By 2020, one third of each church Session shall be filled by women elders.

Each church shall offer women an equal opportunity to be ordained and serve the church as pastors without gender discrimination.

NCKPC Includes 2 or more bilingual clergywomen in the Steering Committee of NCKPC.

NCKPC monitors that an educational program on women leadership must be included in the pastor’s continuing education curriculum of each regional Korean Presbyterian Churches (synod level) and Korean American Presbytery.

NCKPC Annual Assembly and other conferences sponsored by Korean American Presbyteries shall include women speakers in order to give women leaders opportunities to make contributions to local church missions.

During the Decade with Women, NCKPC shall inform all member churches, presbyteries, synods and other related entities about the above decisions in order that they may fully participate as follows:

NCKPC urges Korean American Presbyteries, local churches and related entities to observe every March as the Month of Women, as has usually been celebrated by PC(USA), and to provide them with guidance and resource to celebrates the gifts of women and their mission during worship services and encourage full participation of men and women in planning and implementing leadership practice.

2015 NCKPC Annual Assembly will receive an interim progress report (from the Advocacy Committee for Women’s Leadership in Korean Churches) for the Decade with Women and celebrate the accomplishments.

In 2018, NCKPC will request Advocacy Committee for Women’s Leadership in Korean Churches to conduct a survey on the effects and achievements of the Decade with Women.

In 2020, NCKPC Annual Assembly will receive a final progress report on the campaign of the Decade with Women and celebrate the completion and accomplishment of the Decade.

NKPW (National Korean Presbyterian Women)  and NKPM (National Korean Presbyterian Men) shall provide their local member groups with educational programs and train them that they may grow as lay people in shared leadership in their church reality.

CCKAP (the Coordinating Committee of Korean American Presbytery) is encouraged to achieve the followings:

1. Each Korean American Presbytery shall form an Advocacy Committee for Women’s Leadership and strongly

         encourage women’s participation.

< >The Committee on Ministry (COM) of Korean American Presbyteries shall urge local church Sessions and Pastor Search Committees to follow the search process according to G-4.0400, G-9.0104 a and G-11.0103 d in the Book of Order of PC(USA), which stipulates the practices of Affirmative Action, Equal Employment Opportunity and Equal Personnel Policy. COM shall also help local churches promote better understanding about women pastors by inviting clergywomen to fill the vacancies of the Stated Supply, Interim Pastor, Temporary Supply/Pulpit Supply, and Designated Pastor.

< >Each local church is urged to include women delegates to the Stated Meetings of the Korean American Presbytery.Each local church is encouraged to include women to make up one third of the membership of a search committee, The Pastor’s Search Committee of a local church shall be inclusive of candidates with no gender discrimination in order to give an equal opportunity to women to be ordained as Ministers of the Word and Sacrament and serve the church.

e.      Each church includes the theme of women leadership in educational curriculum of all ages.
